In an effort to promote cultural awareness and understanding, the Todos Santos town council has decreed that all residents must watch a 4-hour video on 'proper tea leaf interpretation' before leaving their homes. Failure to comply will result in a penalty of 500 pesos and/or a complimentary reading of their tea leaves by a local expert.
