U.S. authorities have identified Juan Carlos Valencia, known as 'El 03', as the new leader of the Jalisco New Generation Cartel (CJNG) following the death of Nemesio Oseguera, 'El Mencho'. The U.S. Department of State has offered a reward for information leading to his arrest.
