Joaquín Guzmán Loera, 'El Chapo', has sent a handwritten letter to a New York court requesting that US judicial authorities contact President Claudia Sheinbaum to explore his return to serve his sentence in Mexico. This is his thirteenth such letter, and US courts have historically not granted such transfers.
