Requests for consular assistance have been made to repatriate 13 alleged cartel leaders who were sent to the U.S. without formal extradition procedures. A lawyer for some of these individuals, including members of Los Zetas and the Northeast Cartel, stated they were transferred on the condition that they would not face the death penalty in the U.S.
