Prime Minister Luis Montenegro stated Portugal's ambition to transition from relying on EU funds to becoming a net contributor by presenting strong, merit-based projects.

"We are mobilising Portugal to ‌be prepared, not to stand with an outstretched hand asking, ‌but to present credible, ambitious, strong ‌projects ⁠that can be selected ⁠on the basis of their merit," PM Luis Montenegro said
