Leaders are meeting in Cyprus to discuss the ongoing conflicts in Ukraine and the Middle East, as well as the general EU budget.

The two days of talks started with the approval of a massive loan for Ukraine and are also expected to address the EU budget and the fallout from the conflict in the Middle East.
