Mexico's Attorney General's Office (FGR) alleges former Baja California Governor Ernesto Ruffo Appel headed a fuel smuggling network, known as 'huachicol fiscal'. He is accused of receiving 18 million pesos through the company Ingemar for illegal fuel entry.
